PURPOSE AND SCOPE:
The Public Services Librarian is responsible for coordinating the public services programs of the Wharton County Junior College (WCJC) Library which include library instructional services, reference and information services, programming and events, outreach and engagement activities, and access services. The Public Services Librarian assists the Director of Library Information and Technical Services in maintaining library operations, which includes recommending policies and procedures in support of managing the library collections and services.
ESSENTIAL JOB FUNCTIONS:
1. This position coordinates the WCJC Library public services programs, including library instruction, research assistance, events and activities.
2. This position designs, conducts and assesses library instructional programs for the Wharton Campus, Richmond Campus, Bay City Campus, dual credit courses in area high schools, and distance education courses using current industry standards from the Association of College and Research Libraries and Project Outcome or other applicable professional associations and standardized assessment tools.
3. This position serves as a liaison to the WCJC/UH joint use Fort Bend County Library-University Branch academic liaisons services unit to coordinate instructional support services for the Sugar Land Campus.
4. This position oversees access, circulation, and maintenance of all library materials, including course reserves and electronic resources, and oversees library staff in the maintenance of circulation records and patron usage reports.
5. This position oversees library guide maintenance with attention to how students learn and engage online, providing feedback to staff.
6. This position assists library staff in developing and managing the collection, evaluating and recommending materials for purchase or deselection.
7. This position assists library staff in maintaining current resources and equipment, including computer hardware, software, and library systems.
8. This position assists with the backend maintenance with databases and federated searching.
9. This position serves on College committees.
10. This position supervises library staff and oversees library operations in the absence of the Director.
11. This position is responsible for other duties as assigned by the Director.
KNOWLEDGE, SKILLS, EXPERIENCE:
This position requires a Master's Degree in Library Science from an ALA or AASL accredited institution. This position requires one (1) year of professional experience, preferably working in a college library or higher educational institution providing information literacy instruction, professional training, or teaching in person and online. This position requires a demonstrated competency with library information systems and databases, knowledge of emerging technologies and instructional multimedia applications. This position requires excellent communication skills, enthusiasm for working with diverse populations, and a strong commitment to customer service and team work. A criminal background check is required.
SUPERVISION OF OTHERS:
The Public Services Librarian has supervisory responsibilities including supervision of the personnel assigned to public services.

The Public Services Librarian is responsible and accountable to the Director of Library Information and Technical Services for fulfilling the objectives, standards, and duties listed in this document. EQUIPMENT USED:
This position uses a personal computer workstation running in a Microsoft Windows environment, phone, printer, overhead scanner, copier, and other general office equipment.
CONTACTS:
External contacts of this position are with the community, vendors, and local and state agencies as necessary.
Internal contacts of this position are with the administration, faculty, and staff as necessary to provide or obtain information to carry out the general functions of the position.
COMPLEXITY/EFFORT:
This position involves ability to work with minimal supervision and maintain confidential information. Work of this position requires characteristics supported by collaborative work efforts with external and internal customers in a collegial atmosphere. This position requires a demonstrated commitment to the mission of a comprehensive community college. Excellent communications skills, interpersonal skills, and the ability to work on collegial teams are required. The position requires the ability to make daily decisions consistent with established College procedures, the ability to handle emergency situations as they arise in the library, the ability to read and interpret departmental policies, procedures, and supervisor's instructions, and the ability to hear and understand customer inquiries and oral instructions from supervisor. This position requires sufficient manual dexterity to prepare letters, reports, graphics, and other data on a computer.
WORKING CONDITIONS:
Work of this position is performed primarily in a climate-controlled environment with computers with minimal exposure to safety hazards. This position may require the ability to occasionally lift and carry moderately heavy materials such as books, periodicals, and/or audio/video equipment. Some travel and occasional use of a personal vehicle is required. This position has exposure to natural atmospheric conditions such as dirt and dust, etc.
